中朝经贸关系发展的现状及未来走势分析

进入新千年后,中朝经贸关系出现了历史性的新发展,特别是2003和2004年连续取得突破10亿美元的最好业绩,使中国在朝鲜对外经贸关系中的重要地位再次得以凸现,使东亚各国对其今后的发展前景表现出极大的关注。随着朝鲜经济市场化改革的进展,中朝双边贸易未来几年还有进一步发展的余地。     

Anxiety and Diminished Hope: The Potential Impact of Trump’s Presidency on Security in the Pacific Islands Region

Abstract

The election of Donald Trump as the next president of the US has caused much international consternation and anxiety. Reactions have been based on distrust and rejection of Trump’s political ideology, behavioural disposition and unpredictable policy positions. His campaign speeches were filled with provocative utterances which were racist, sexist, homophobic, anti-environment and self-centred. This article examines some possible impacts of Trump’s presidency on the Pacific island countries (PICs). The first issue refers to how Trump’s proposed isolationist and militarisation policies may affect regional geopolitics. The two policies tend to contradict each other because while isolationism means pulling back on US economic and strategic presence in the Pacific, a reversal of the pivot to Asia-Pacific policy, militarisation implies greater strategic reach, regionally and globally. What does this seemingly contradictory approach mean for the PICs? Second, the article looks at the impact of Trump’s climate change denial stance and the responses by PICs, given the fact that climate change is the single most significant foreign policy and development initiative of the PICs since their independence. The third issue deals with the potential impact of Trump’s restrictive migration policies on remittance flow to the PICs and how these affect the small island economies and well-being.     

An Elementary Primer for Politicians and Potential Chairs on Public Inquiries

There is relatively little central government guidance available on how to set up and run a public inquiry. This short piece seeks to set out the very basic questions that politicians considering creating one—and potential chairs—will need to address. Including, crucially, whether a public inquiry is even the right answer. In the context of the National Health Service, on which this analysis focusses, it also argues that money may be far better spent on applying what is already known from the many previous inquiries—that is, spend it on prevention—rather than waiting to spend it on future similar inquiries that will, more than likely, produce similar findings and recommendations.     

从中日四个政治文件探析两国关系发展轨迹及未来趋势

中日四份政治文件代表着中日关系发展的主要脉络,两国从结束敌对状态、建立邦交关系发展到战略互惠关系经历了曲折复杂的过程。从第四份政治文件的签署到现在已有十多年,随着中国“一带一路”倡议的深化实施、美国从“亚太再平衡”到“印太战略”的调整、日本追求战略性外交的努力等,国际形势、地缘政治格局、国家能力和心态早已发生了深刻变化。本文以新古典现实主义为基础,根据当今国际政治发展现状构建了新的理论模型,从体系层次、国家层次和个人层次上来解析中日关系发展的历史和趋势,得出当今国际社会已经具备了升级中日两国关系的新的时代契机和因素。中日关系的深化、合作领域的拓展、合作程度的加深将是中日未来发展的必然趋势,也将对东亚地区乃至国际社会的稳定繁荣具有重要的现实意义。     

美韩FTA的起步、拖延及影响——以东亚区域合作为视角的分析

美韩签署FTA是两国对现实背景和贸易环境所做出的适应性反应,尽管美国的遏制意图和韩国的抢占制高点的意图有所不同,但其共同点都是试图使自身在未来的东亚区域合作中占据主动位置,但美韩FTA的久拖不决也使其潜在的影响产生了变数。韩国的这一举动显然是在走一条有别于东亚区域合作既有模式的道路,必然会对原有进程产生影响。它还使中国目前在东亚区域合作中所取得的成果缩水,因而有必要重新评估我国自身的FTA战略,以寻找根本性的解决方案。

World Bank Lending And Other Financial Flows: Is There a Connection?

At a time when there is a serious debate about reforming the international financial architecture, it is important to understand how existing multilateral agencies affect financial flows to emerging and less-developed countries. This paper extends past research - which has focused on the International Monetary Fund - by examining the various mechanisms through which the World Bank may be associated with other financial flows, and by presenting new empirical evidence based on regression analysis. Little support is found for a positive connection. The implications of this finding for effective reform of the Bank and its various activities are then discussed.
